Are downtown mp's 'bust bait'??

I'm a relative newcomer to the world of mp's, but my impression from reading massageplanet.net over the last couple of years is that the suburban mp's - especially IT and HFH - are immune from busts as long as they're licenced and obey certain unwritten rules re 'limits'. On the other hand, downtown spas seem to be regularly busted.

Do I have this right and can anyone tell me what the magic in licensing is?

The magic in licensing a MP means that you get visited by the bylaw officers rather than the boys in blue (black now). Your books and files must be made available at any time. If you are unlicensed it means the police have to get a warrant and usually that means criminal charges are expected to be laid such as bawdy house infractions. Licensed MP's are usually visited often from what I understand. Unlicensed places are visited by the police (undercover of course) if they receive complaints about illicit activities.
