Charges Laid in Brampton and Mississauga

Peel Police have decided a large number of massage parlours in their jurisdiction rub them the wrong way. They've laid 151 charges against 27 establishments, charging two in Brampton and another in Mississauga with keeping a common bawdy house, and alleging prostitution related activities were carried on in nearly all of them.

The five month investigation began last February, after complaints from the public. "We conducted investigations at every known body rub parlour in the Region of Peel and have established solid evidence of prostitution in each and every one of them," charges Detective Don Cousineau. "Every customer we spoke to told us that they had attended the premises with the full intention of paying for an act of prostitution to be performed by a body rub attendant. What surprised us the most was how forthright the attendants were in readily admitting they performed acts of prostitution as an expected part of the services they provided." Police say they literally caught some of the patrons in the act as they walked in.

At least 24 other parlours have been cited for bylaw infractions. And more may be on the way. "Based upon the results of this project," Cousineau explains, "it looks as though we're just beginning."

The acts that are being dicussed by the police are as simple as a HJ. Any touching for a sexual purpose is illegal.

Peel Regional Police - Police lay prostitution charges against massage parlours

PEEL, ON, July 30 /CNW/ - A five-month investigation by the Morality
Bureau Vice Unit has concluded, with 151 Criminal Code and Municipal Bylaw
charges being laid against the owners and employees of various body rub
parlours, within the Cities of Brampton and Mississauga.
In February, 2003, investigators from the Vice Unit commenced an
initiative known as Project "Rubdown," in response to numerous complaints
received from members of the public.
"There is nothing legitimate about these places," said Detective Don
Cousineau of the Vice Unit. "We conducted investigations at every known body
rub parlour in the Region of Peel and have established solid evidence of
prostitution in each and every one of them."
Part of the investigation was intended to establish the extent of the
prostitution problem within the parlours. Investigators spent considerable
time interviewing owners, employees and customers found inside, when they
attended. "Every customer we spoke to told us that they had attended the
premises with the full intention of paying for an act of prostitution to be
performed by a body rub attendant. What surprised us the most was how
forthright the attendants were in readily admitting they performed acts of
prostitution as an expected part of the services they provided," said
Detective Cousineau. Investigators witnessed many sexual acts occurring
first-hand, as they entered the parlours.
An excellent working relationship was developed between the Peel Regional
Police and the licencing departments from both municipalities. Investigators
worked closely with licencing enforcement personnel during the course of the
project.
There are currently 28 licenced body rub parlours in the Region of Peel
and another nine unlicenced establishments that are known. "The municipalities
issue licences to operate businesses, not brothels," Detective Cousineau said.
"What happens inside is the same whether or not the parlour is licenced."
Criminal charges relating to the operation of a Common Bawdy-House were
laid at the following locations:
1. Asian Paradise Spa, 2570 Haines Road, Mississauga
2. Utopia Health Studio, 10 Bramhurst Avenue No. 7, Brampton
3. Eurohealth Studio, 1943 Williams Parkway No. 1, Brampton

Bylaw charges were laid at 24 other locations in the region.
"We started out with the high-complaint locations" said Detective
Cousineau. "Based upon the results of this project, it looks as though we're
just beginning."
Anyone with information regarding illegal activities within body rub
parlours in the Region of Peel is asked to call the Peel Regional Police Vice

The only thing that bothers me is they are busting places, but no one but the cops really knows where the line is. Like some of the guy's have said, what is a massage and what is beyond the massage?? Also consider, prostitution is semi legal the way the laws are in this country, so if you went to the girl's house, would it be legal?? NOT? What we need here is a lawyer to explain how these charges are justified. I personally haven't been to an MP in a while just based on my finances, not on any fear of the law.

So, are these CURRENT BUSTS??? Or is the newsflash just a synopsis of busts that the cops did 3 months ago? Or are certain cops just touring the MP's chatting to people and asking if they get HJ's? Or what?

I've posted detailed discussions about bawdy house charges and defences more than 1x on this board. I suggest some of you actually look this stuff up and find out how much time you can do for getting a HJ.

The cops are stressed because they have to buy their own weed now, legalise prostution and they will have to pay for their own handjobs too. How many months investigation? 8 months of going to massage parlors, sweet job tax payer paid hand jobs. The fines these places pay won't cover the cost of the investigation. I watch "cops" on tv and there is a massive team for every car with john busted. But they never are there when real crime goes down, hmmm. I have been mugged in toronto not a cop in sight either.

I want to go to amsterdam again. Although the fear of getting busted is kind of a turn on too.
