Importance on a proper Leave address on a chit in the us navy?

I looked all through the leave instruction but could find nothing on why it is important to have a correct leave address. Also now that Med Boards has a new procedure for handling their cases I need to know what their leave policy is!!
I need to know where in the regs it says specifically that you must leave a good address and contact phone number on a leave chit. I checked MILPERSMAN 1050 and DOD INST 1327.06 and neither of those says anything about properly filling out leave papers and making sure of a correct address or phone number when going on regular leave

The address thing is important in the event that your command needs to get in touch with you. You always have to have an accurate re-call. Besides last time I checked you sign a leave chit meaning that all of the info on it is accurate and correct. This doesn't mean that you have to be at said address 24/7 while on leave, but someone at the address and phone number needs to know how to get a hold of you in the event of a command re-call. As to the med board part ask someone at you reporting command (who ever you muster with: parent command, tpu, hospital etc.) what their procedures are, there is more than likely an instruction about it. (When I was in there were even instructions on writing instructions and that was only about 7 yrs ago)

they need to be able to contact you for recall while on Leave. Failure to leave a valid contact number is against Regs

the Doctor ahs final say as to whether or not you can leave the immediate area while being Med Boarded or on Convalescent leave as they dtermien what kind of follow up treatmnet you require.
