Not all jurisdictions have licensing requirements.For any specific jurisdiction you would have to check the applicable laws as you did for Edmonton.

The communication is an offence if it's done in a public place. Inside a massage room is probably not a public place, although smart MPA's don't discuss the price of extras beforehand.

However, you could get busted for being "found" in a bawdy house. A bawdy house is a place where "indecent" acts are performed on a regular basis (more than once), and is a very vague term, and you don't have to be doing anything to be charged in a raid. However, LE aren't stupid; they know what the score is. There is a high cost of prosecution, but a low return on sentences. So raids are usually carried out because of what a particular MP may bring along:

exploitation of minors
exploitation of illegal immigrants
front for drug dealing
noise complaints from local residents
traffic brought on in residential areas.
etc.

Established MP's pay taxes and have a business licences, appropriate to local zoning bylaws. In some municipalities, they sometimes get visits from the local bylaw enforcement officer. They're unlikely to be run by gangs, and are unlikely to have some of the problems listed above, so are of no interest to the vice squad. I do think, though, that LE probably has a tolerance level for what goes on in MP's, because politicians aren't going to put up with full fledged brothels. So the explicit bragging on this board could get LE to make some examples.

Best to stick to legitimate, visible and established MP's, as well as the well reviewed but low-key independents. If you want FS, go see an escort.

I'm speaking in general terms here. The cops know about the hanky panky in MP's. They don't just go around busting places unless there's a complaint of some sort, or a place is turning into a brothel; they have their priorities. The complaints are often made by local residents because a place attracts too many people in the area, especially residential areas. The most prominent raids were where there was illegal foreign labour, drugs and control by gangs. They know that if they try to bust legitimate businesses, they'll just drive the whole thing underground into the hands of organized crime, where it will be impossible to control, and where women will just get exploited.

What makes a MP legit is not the certificates on the wall, but the business licence, where the city has given them permission to operate in a certain area of town (proper zoning). They pay taxes and so local municipalities tend to leave them alone.

Some do get busted, but there's usually a reason, other than for typical post massage HJ. FS attracts LE attention because the main purpose of the establishment becomes selling tricks, and not massages. I don't know about anybody else, but I avoid going to MP's where there's a lot of bragging about FS and stuff like BBBJ's. First, I don't want to catch something, and second, I don't want to be there after the bragging made the cops come visiting. Apart for that, the chances of being caught by LE in a legit MP are next to nothing.

Not to forget that in Edmonton all girls need a licence (even independents), no licence usually gets them in trouble. Plus agencies are strong and they are always trying to push the indys out. And I am not mentionning how much they are charging, for a complete service you can count at least $300. if you see advertised less it is because the girl will give you the ol' this and this and if you want that blablabla all is an extra. I tell you Edmonton is the worse place.......
