If indeed we've seen the last of Club Pirates, it only proves the old adage "talent wins out" (or something like that). Meaning that you can build a palace, but if the girls aren't there - or the few that are there don't have the right attitude - it ain't gonna happen.
This is proven out by considering the opposite scenario - Oasis in 2005. No one has ever claimed to be blown away by the facilities there, but when you could session with talent like Pamela, Laura, Johanna, Jessica, Karen, or Cindy, etc. for $20/hour, it could have been on a bare concrete floor for all I cared. That place was ALWAYS busy back then, and for good reason.
Not claiming to be an authority on operating this kind of business in CR by any means, but if it was me, I would first make sure to offer enough in the way of incentives and/or subsidies to attract top talent and keep it there until such time as a regular and loyal customer base has been built up. Maybe it's harder than it looks, but at least that much shouldn't be rocket science.
