A Swoyersville woman faces charges of running a prostitution business at an Archbald massage parlor where employees told investigators they were expected to perform sex acts as part of their job.
The arrest of Total Indulgence III owner Juanita R. Frey, 64, 66 Noyes Ave., Swoyersville, followed a nearly two-year-long investigation by Lackawanna County detectives, the state police Organized Crime Task Force and Archbald police.
Investigators alleged the massage parlor at 170 Business Route 6 in the boroughโs Eynon section was a front for a house of prostitution where female employees performed sex acts on clients for money.
The basic charge for a 30-minute massage was $30, but the price went up if the woman worked topless or unclothed, according to the arrest affidavit filed by county Detectives Chris Kolcharno and Michelle Mancuso and state police Trooper Jennifer Kosakevitch. A massage with โmutual touchingโ cost $150.
One woman who said she started working for Frey in 2011, told investigators Frey was aware of what employees were doing, instructing them to do the sex acts and getting angry if they didnโt.
Another woman told investigators all of Total Indulgence III employees, including Frey, performed various sex acts with clients as part of normal business.
Police launched their investigation in July 2015, after the borough police received complaints of prostitution-related activities at the business.
In one instance, the mother of a woman who applied for a job there complained to police her daughter was informed she would have to perform sex acts as a condition of employment, investigators said.
The affidavit detailed two occasions, in August 2015 and June 2016, when employees performed sex acts on a confidential informant who paid for the services with an undercover credit card or serialized bills.
A time-consuming investigation of the massage parlorโs finances added to the length of the probe, investigators said.
Investigators also interviewed two male customers who were identified after they visited the massage parlor on separate dates in June 2016.
One of the men told investigators โan older white female with a large amount of make-upโ performed a sex act on him while topless, the affidavit said. The man, who gave the woman $100, identified her through a photograph as Frey.
Frey was charged June 9, and arraigned before Magisterial District Judge Terrence Gallagher on a felony count of promoting prostitution and a misdemeanor count of public nuisances. She is free on $20,000 bail while awaiting a preliminary hearing Monday at 9 a.m.
