What is a good, affordable live chat service to add to my website?

I have been using the trial for Livehelpnow and I just found out that it is 9$/month per operator plus another 9 a month for a ticket system. (Which I somewhat need for e-mail because we can't have live chat open 24/7, but don't need a full ticket system)

Every company seems to charge an arm and a leg for live chat programs, 9/month per operator and I saw it as high as 200 a month per operator.

I am bringing in about 2k a month profits, but need about 10 operators (We work on commission so the more the better)
so there is no way I can afford a per operator plan.

I did some basic looking and it seemed like all I could find is something that is free, or something that would cost me 500+ a year as the cheapest.

Does anyone know anything that is high quality but is affordable and doesn't charge per operator?
