A massage therapist who used to work in York County surrendered his license after police say he twice touched a client inappropriately without her consent.
Mark A. Spangler, 41, also paid a civil penalty of $10,000, according to the Pennsylvania Department of State. The state said he exhibited unprofessional conduct by engaging in sexual harassment, sexual impropriety, sexual violation or sexual abuse.
The punishment dates back to March 2016, when a woman showed up to Journeys Holistic Health & Wellness Center on the 2300 block of Eastern Boulevard in Springettsbury Township.

The woman told police that she had been receiving massage therapy from Spangler for months, and he had always been professional with her.
But things went differently during a March 4 appointment. The woman, who was nude and covered by a sheet for the massage, told police Spangler was massaging her left leg with his left hand. He reached up with his right hand and massaged her vagina for a couple seconds, according to the complaint.
The woman told police “she was shocked and didn’t know what to say,” according to a criminal complaint.
Spangler touched her like that a second time, according to the complaint. The woman then told Spangler she wasn’t comfortable with what he was doing, and he stopped.
Spangler apologized and told the woman he didn’t realize what he was doing. He offered her an additional half hour of massage for free, according to the complaint.
He finished the massage without any more inappropriate touching. She texted him later, asking him to call her to discuss what had occurred. He “admitted to touching her inappropriately and told her he guesses he had feelings for her prior to the incident he didn’t know he had,” the complaint says.
Spangler was charged with indecent assault. But that charge was reduced as part of a plea agreement. He pleaded no contest to disorderly conduct in September 2016 in the York County Court of Common Pleas.
Judge Richard K. Renn sentenced him to 12 months probation and ordered that he be subject to special conditions for sexual offenders. When he was arrested, Spangler lived in the Dover area, according to police records. But at the time of his sentencing, he was living in Illinois.
Spangler could not be reached for comment.
