In a way, yes we can say Fascist leader Drunk Trump may be responsible for Covid in India, if you really want to talk about it. The way he was hoarding PPE from the rest of world, I'd say yes, he is somewhat responsible. Not to mention his failure to accept Covid into be a real threat, and shutdown the border in appropriate time. Himself and Bolsanaro should both be taking the blame for it, now that you mention it.
