Cops mugging mongers at the border

Gents:
I agree with bohemian regarding our behaviours display in TJ when
doing the mongerings . The must things to do is respect the Mexican
laws here and lie low . I only cross back the border in the day lights
either taking a cab , bus or walking but always Sober ...I am more afraid
of being caught DUI. by the C.H.P. when driving back home than the T.J.
cops... Random search for drugs is happened all the times in TJ. bars
and by the Federal Agents . Be alert and have a good time . We still need
TJ. until We can have a place like T.J. in our own southern Ca. which
is Not to be happened soon !

When I was accosted by the cops two things had happened immediately preceding:

1) I had entered and exited a pharmacy near the border
2) while entering the pharmacy, I stumbled on the uneven steps and almost fell flat on my face. I had not had a single intoxicating substance (except an orgasm) that day. But some of the local vendors observed the stumble and we even joked about it- they assumed I was barracho (drunk).

As a result, I conclude that the locals tipped off the shady cops several blocks away at the bridge that a "drunk" gringo had left the farmacia and was approaching them.

So, it is true that my behavior is probably what led to me getting targeted for this shakedown- but the shakedown still was shady and unwarranted. Things are likely to remain quiet as far as cops due to the recent disarming of the municipal force. But, it is still a good idea to watch your ass.

I havent been accosted or harrased by the cops so far. Looking from the threads it seems most of the time it happens to those guys walking across near the bridge at the border. Of course it can happen in Zona also. In my opinion it is a problem but not so common place. Best thing is to lie low and avoid any drunken behaviour or other behaviour attracting attention

I have. Furthermore I've been the target, if you consider a random stop/search harassment. (Which I do if the goal is to find a tourist carrying Viagra, etc. without a Rx for purposes of extortion.)

That being said, most of the time, most of the cops leave most of the mongers alone. Problems with cops in TJ aren't really all that common..

I did not witness any TJ. cop harrass any monger all my times visiting
the city and particullary Zona Norte . There are plenty of times, however,
TJ. cops arrest a lot of Mexicanos for many reasons that I beleive drugs involved.
and from time to time the cops will search the bars for drugs . It was happened
in Miami a few times when I was there. IMHO, the TJ. cops are not really interest
to make Rough on the mongers . Just use common sense and good behavior
and show the respect to the local laws then We all should have a good times
in TJ.

It seems the cops are out in force in tj. The way I look at it is I am
doing nothing wrong. I got searched twice last week once on the way
to and once on the way from. It appears the cops are trying to clean
up the streets and as long as you let them know you have no drugs
they will search you and send you on your way. Street smarts helps
here, always hold your money and let them know you are doing so
and make sure they give you your ID back. I always have a demeaner
of dont fuck with me and I wont fuck with you, without saying those
words.

Problems with the cops comes in cycles. However, it always seems worse during the holiday season when cops need extra cash.

Well, this subject of corrupt TJ cops has been discussed million times on this board. The basic rules are that don't get drunk, be careful at the Sentri taxi drop zone, if you drive then be careful around/behind the CC club area. If you still get caught by them, I would advise that you do not make the bad situation really bad by being combative towards the officers. Most of the time, they will let you go if you answer their questions of "what are you doing here in Mexico ?" varieties. If you got caught by determined corrupt assholes then it's better to send them off with $20 than going through the ordeal. The longer you argue with those guys, the more chance you might end up in a jail or in the backseat of the patrol car from which point anything goes... Just MHO.

I can see your point, Fireballs. However, I am quite sure that though a cop does not need probable cause, he will have some explaining to do to his superiors if he was out picking pockets on official time. and again, the pig had no legitimate reason to stop me and my buddy, I strongly suspect he got tipped off by someone.

This is something else to be thinking about when approaching the border, guys- there are eyes watching you. That same day I later observed 2 "cops" planted in the shadows right where cabs tend to drop people off at the linea frontera, similar description. These are little guys, maybe 5'3 or 5'4. I find it highly suspicious and suspect they aren't real cops- or at least are off duty. Just watch your ass.

PS- And by the way, for reasons I do not wish to explain I could make it very awkward for a shady cop due to a well-placed friend on this side of the border (this would not just get swept under the rug) but that would not have spared me a Rodney King beating, time in a TJ jail, or worse- again, that was a stupid move on my part.

Well, that depends on your luck. The worst of the worst kind will hang on to you like a pitbull. I myself have been put into the backseat of a TJ patrol car for no reason. I was just walking, not drunk. After continuous and firm protest from me and no sign of me giving in to their tactic, they let me go in a deserted area with a bullshit warning. All it takes is a small fly at the bottom of your favorite clam chowder bowl to ruin your otherwise a good day. Hey, it comes with the territory. If you don't want to deal with this shit, stay home and watch Playboy channel.

I wrote what they did from my point of view. From the TJ Cops point of view everything they did was legal. They are permitted to stop people on the streets in Tijuana and question them and they don't need probable cause despite what you read HERE on this site. They stopped you and asked for your ID and asked you a few question. For that you went into a TIZZY FIT! For that you want to make it an INERNATIONAL INCIDENT?

I do agree with you on one point that cops are the same all over the world, and the WORST thing you could do to yourself is GO OFF OF THEM OR YELL AT THEM. You are almost guaranteed to lose each time.

And yes if the cops stopped me I would be a little PISSED too, but I know I'd also be on my way in one minute.

I have to diasagree fellas. There is a difference between being detained for good cause by police and being "jacked" by someone wearing a badge. If the purpose of a LE stop is to the hope of obtaining a bribe from someone then it is purely unethical conduct and essentially a "mugging" under color of law. The so-called cop is just a mugger hiding behind a badge- truly the lowest of human life forms. If the purpose of the stop was to legitimately protect public health and safety and uphold the law then it is a legitimate police stop.

I can predict the ethical rationalizations that will follow (this is Mexico, different rules apply) but that is not true. A cop is a cop anywhere in the world. All over the world there are good cops and dirty cops- but they all have the same universal code that they are judged by. Just because most of the government officials are corrupt in a given place doesn't make the shady cops somehow magically cleaner by comparison. I am sure there are many clean cops in TJ. And a dirty cop is a dirty cop anywhere. Mexico did not invent government corruption but, unfortunately, she seems to have perfected it. That doesn't excuse corruption.

I consider this an attempted mugging, especially considering that the cops themselves did not witness this stumble incident earlier (and under the circumstances therefore would have no basis for a legit stop). Even more suspiciously they chose to accost me and my friend in a concealed, dark location. They clearly were looking to pick us clean- it was obvious. Plus they got nervous when I they realized that I speak spanish and (for reasons I will not explain further to protect my privacy) have a few friends in high places and could easily make this an international incident. A legit police officer probably still would have gotten pissed off and called a paddy wagon after being told off. By the way- I do not recommend my conduct- it could have turned out very badly for us.

I'm sorry that happened to you Kittyfreak, but they didn't MUG you. They stopped you hoping you had drugs or were drunk so they could get a bride, or take you to JAIL.

The best thing to do is act polite and let them see your ID and answer their questions if you have drugs on you? If you did nothing wrong they will quickly let you go as there are plenty of guys who are drunk or have drugs on them that they could SHAKE DOWN. I don't see the point of getting RUDE with them unless they are actually 'shaking you down.' Of course it PISSES you off, but it's Tijuana and there is very little you can do about it.[ I laugh at those stories about MONGERS getting together and doing something about it, it's all talk}
