Like I told you, there is no federal written law that says that protitution is legal. No state law, nor local.
Nor is it in my home town of Monterrey Nuevo Leon.
As a matter of fact, one of the local mayors, when the political party PAN was in office, they struck down all aid to prostitutes (health care, helath related medical checkups) under the basis of that, that prostitution is illegal and no county money should be directed to aid an illegal activity.
But like I said, it is tolerated, but socialy it is not accepted, so it can be stopped whenever the authorty wishes (which they won't).
Iam quoting in Spanish a fragment from La Opiniูn, an LA newspaper:
"En la Zona Rosa de Tijuana trabajan en la industria del sexo unas cuatro mil mujeres, generalmente de entre 18 y 25 aูos, provenientes de Puebla, Tlaxcala, Guerrero y Michoacูn. Sin embargo, hasta ahora este ha sido un fenูmeno personal y, no existen en Mรฉxico, donde la prostituciูn es ilegal, redes que lleven a las mujeres a Tijuana".
In short it says that there are 4000 women that work as prostitutes, no white slave traficing BUT it mentions that prostitution in Mexico is illegal.

Where you can find the part where it says that offering and soliciting sex for money is punishable with a fine.
By the way, Article 132 in our Constitution has nothing to do with prostitution.... we ammend directly the article, we do not add ammendments to the Constitution as your lawmakers do Stateside.
