A Union can't function if its basic tenant of operation breaks the law. Under Canadian and American Law Unions are handled similarly to Corporations and are subject to many laws and regulations. The jist of most of these is that operations of the Union and any protections it may provide are null and void if it can be shown that illegal activities have taken place. In such cases you are treated as individuals.
Thus unless all activities are 100% legal then there is no recourse for members at all.
So it most likely is a self defeating situation.
What might be more useful is an association that MP's MPA's become members of. There would be no legal issues. You can make an association of pretty much anything you want. The association could maintain information for its members on various relevant topics.
The membership fee's would cover the costs involved.
